“For example, if North Korea freezes its nuclear program and accepts inspections of its nuclear facilities in Yongbyon, South Korea and the U.S. may respond by halting their joint military exercises. If the North accepts a phased shutdown of its nuclear facilities, South Korea can respond by controlling its military expansion and the U.S. can join by promising a non-aggression pact.
