“The crisis in Honduras is a permanent crisis. It does not come in waves. It is a spiralling crisis. Although the government says people are not alone [after hurricanes Eta and Iota], the truth is that the population has been alone. It was largely people helping other people out. The mud is still there, and it cannot just be removed with a shovel. Heavy equipment is needed.”
