If Biden wants to prevent North Korea from acting out, he needs to first provide the government with new incentives to talk-and that means new restrictions Washington can use as carrots. Biden, in other words, needs to take North Korean policy off autopilot and launch a proactive effort to deter Pyongyang. Otherwise, he risks encouraging an already emboldened Kim to stage a major provocation.” 10 hours ago

More to the point, they don't have the skill and capability to do it, to operate at the scale necessary to exploit any breakthrough to strategic advantage. They do have the ability to make local advances and they have done some of that.” 11 hours ago

“This initiative is part of the evidence that the government is under the strong influence of the Serbian Orthodox Church and also undermining the civic character of Montenegrin state.”

“The [Serbian] Church is not a state body but one of the religious communities that are separated from the state according to the constitution. That is why the protest of citizens against the enthronement was not a coup d'etat but a constitutional right to assembly.”

“By brutally abusing state resources, primarily the army and police, and completely inappropriate use of force against peaceful crowd in the Montenegrin Old Royal Capital, the Montenegrin government secured the violent enthronement of Metropolitan Joanikije against the will of the vast majority of Cetinje residents and a significant number of Montenegro's citizens. Only a man with no dignity would allow himself to be taken to Cetinje Monastery by helicopter landing on the territory of the Old Royal Capital and under the protection of bulletproof blankets thus disgracing the throne of Sveti Petar Cetinjski (St. Peter of Cetinje). Cetinje was up to the task once again as many times in the history of Montenegro.”

“The former corrupted elite that captured the state, along with its 'formal adversaries' in Serbia, are trying to destabilize the situation in Montenegro by exploiting the tensions around the Serbian Orthodox Church's ceremony in Cetinje. It is thus of vital importance to resist these both foreign and domestic tension-creators that are trying to antagonize Montenegrin society and prevent long-awaited democratic and rule-of-law reforms.”

“This has contributed to the Committee's view that divides between communities may be deepening and becoming more marked. Incidents of religious discord between different Orthodox [church] communities have also been noted. Hate speech is criminalized, but there is little monitoring of social media by the authorities because no agency has the mandate to do so. There is a lack of clarity surrounding the display of symbols of other states, with a law in force which prohibits such a display, which should be dealt with in forthcoming legislation. Authorities must remain vigilant to prevent divisions within Montenegrin society along ethnic and religious lines and encourage a spirit of tolerance.”

“This government and its prime minister didn't fulfill promises given to the Serbian Orthodox Church or our expectations, and they don't have our trust. We have to talk within the ruling majority.”

“In addition to the state of Serbia, the main instigator of the Greater Serbia idea and the unification of 'Serbian lands' is the Serbian Orthodox Church [SPC]. Its main strength lies in the fact that it is guaranteed by law that it can act across borders, which it does. Under the guise of the church's struggle for its religious rights, it conducted political changes which brought to power ultra-right pro-Serbian parties such as the Democratic Front.”

“It is more than obvious that the Serbian Orthodox Church was not only inappropriately involved in the elections, but was also the most active political actor. The Serbian Orthodox Church is constantly an instrument of Greater Serbian nationalism and Russian imperial interests in the Balkans. Only this time it did it openly.”
