If Biden wants to prevent North Korea from acting out, he needs to first provide the government with new incentives to talk-and that means new restrictions Washington can use as carrots. Biden, in other words, needs to take North Korean policy off autopilot and launch a proactive effort to deter Pyongyang. Otherwise, he risks encouraging an already emboldened Kim to stage a major provocation.” 5 hours ago

Christopher Cavoli “Russians don't have the numbers necessary to do a strategic breakthrough. More to the point, they don't have the skill and capability to do it, to operate at the scale necessary to exploit any breakthrough to strategic advantage. They do have the ability to make local advances and they have done some of that.” 6 hours ago

“We call on all external parties, to include Russia, Turkey and the UAE, to respect Libyan sovereignty and immediately cease all military intervention in Libya. Per the October ceasefire agreement, we call on Turkey and Russia to immediately initiate the withdrawal of their forces from the country and the removal of the foreign mercenaries and military proxies that they have recruited, financed, deployed and supported in Libya.”

“The planned troop withdrawal deadline was a sovereign Libyan decision that was taken by general officers who report to their chains of command and to their respective commanders in chief that signed off on the ceasefire agreement. Clearly if mercenaries remain on Libyan soil, they are denying the will of the Libyan people. So if the governments or countries that somehow facilitated the bringing in of these mercenaries to Libya, if they now refuse to withdraw them, they are essentially denying Libyan sovereignty. The question then becomes: how can you describe yourself as a friend of Libya if you are thwarting the will and request of the Libyan officials themselves? It’s not rocket science. If foreign troops were flown in, they can be flown out.”

“I am honoured to be among you today to witness a moment that will go down in history. The road was long and difficult at times. Your patriotism was your way forward and you were able to reach a ceasefire agreement. Today is a good day for the Libyan people.”

“I don’t want to poo poo these efforts – Stephanie Williams has done a great job – but what she’s really achieved is seizing the optics for the UN, and that’s great because it puts the primacy of the UN track over Russian and Turkish tracks. So good on her”

“The initiative that al-Sarraj signed is for media marketing. There is a military build-up and the transfer of equipment to target our forces in Sirte. If al-Sarraj wanted a ceasefire, he would have drawn his forces back, not advanced towards our units in Sirte.”

“I think this is the first time in the entire Libyan conflict whereby we have military stalemate, the military dynamics are equal. This time as a result of Turkish intervention, the western side, the GNA ... has enough power to prevent Haftar from marching westwards. This ceasefire has a very good chance of lasting because the cost of a potential battle is so high and if an individual faction decides to launch a battle by itself it would find itself obliterated. Now, we are seeing a new phase in the negotiations between Turkey and the other foreign powers. All the dynamics suggest that all the foreign powers prefer some sort of peace at least for the foreseeable future.”

“In many ways, you can think of the wars in Syria, Ukraine and now Libya as equivalents to the Spanish civil war back in the 1930s. It is not just that various powers are fighting proxy wars there, through a mix of official and hired forces, but that they are also using the conflicts as a kind of test ground for both what works and what they can get away with. Just like the 1930s, we will see the ripple effects of this for years to come.”

“The closure of ports and oil fields will be maintained until the demands of the Libyan people are satisfied. Only one oil tanker is authorised to load a quantity of stored oil, as agreed with the international community and brotherly and friendly countries.”

“The Russians are deploying quiet, modern diesel submarines capable of launching Kalibr cruise missiles. A Kilo-class submarine can go anywhere in European waters and strike any European or North African capital from under the waves. This highlights the need to maintain a vigilant, highly capable naval presence throughout European waterways. Now, think about what Russia is doing in Crimea and Tartus, and what threat they could pose by gaining a stronghold in Libya”

“I've been speaking to [GNA, Government of National Accord] military leaders here on the ground and they've told me that yesterday they made significant gains. They have entered the western gates of Sirte ... and are in control of this area. They have also entered Wadi al-Jarf, which is in the south of Sirte. From what our sources tell us, many forces loyal to Haftar have withdrawn to eastern Libya, but there is a force that remains in Sirte. And whether or not they will continue the battle we will have to find out.”

“It is not a sign of its willingness to engage in a Syria-style military intervention in Libya, as Moscow has privately acknowledged that Haftar is unlikely to reverse the tide of the Turkish offensive”
